Kenneth Phillips is a former neighbor of the Millers who noticed the mistreatment of Max Miller as a child. |

In the 1980s, Kenneth had neighbors across the street, Jim Miller, Alice Miller, and their son Max in one house and Roger Miller in the next house. Kenneth noticed the poor treatment of Max by his father and uncle, remembering bruises and a broken arm at least two times. He reported the Millers to the police many times, but nothing ever came of it. The Millers did not live in the area long, but moved across town.
In May 2006, two young men approach Kenneth as he is doing some yard work, asking about the area and specifically about the Millers. Kenneth tells them about Max's childhood and how Max's birth mother died in an accident when Max was a baby. Not long into the conversation, the taller of the young men starts to get a migraine or something and they have to leave, with the shorter one supporting the taller one to their car.
