Chapter 19 continues the reign of Jehoshaphat. He returned to Jerusalem and accepted the condemnation given him for joining up with Ahab, then set about reforming the Judicial Courts of the land from the local Magistrates to the Supreme Court in Jerusalem.

To the Judges he warned, "Watch your step, God has appointed you not I." "He will stand beside you and help you but be very careful, do not give any decision accept the one He gives you." "There must be no injustice among God's Judges, no partiality and no bribes." In Jerusalem he appointed Judges from the Priests and Levites and to them he said, "You are to act always in the fear of God and with honest hearts." "Whenever a case is referred to you from the local Magistrates, you are to check the evidence and judge fairly lest the wrath of God come upon you." Then he appointed Amariah, the High Priest, to the court of last appeal in cases involving religious affairs and Zebadiah to the court of last appeal in cases involving legal affairs. To these he said, "Be fearful in your stand for truth and honesty and may the Lord use you to defend the innocent."
