Between a Rock and a Hard Place

Chapter 1 declares what Habakkuk perceives to be injustice on God's part, to allow sinful Judah to be punished by a far more sinful Chaldaea. This did not seem to Habakkuk to be in keeping with a Holy and righteous and loving God. Habakkuk is caught between his love for Judah and his hatred for their sin. He does not know what he grieves the most about, the sin of Judah or the punishment of it. Had God used a righteous nation to punish Judah, maybe his quandary would not have been as great.
