In Chapter 3 God uses the dealings of a husband with an adulterous wife as a parallel to the way God would deal with Israel eventually, as an adulterous nation. In the story, Gomer leaves Hosea and goes to live with another man. Hosea offers the man 15 pieces of silver to buy her back. This was a very small amount; it really was a slap in the face to Gomer. He stipulates conditions to which Gomer must agree to in order to come back. This humbled Gomer and Hosea takes his time in closing the deal. In the meantime, she was like a widow.
This is a parallel to the way Israel left God to worship idols and God's judgment and conditions for her return. Like Hosea, God is taking His time in closing the deal that He speaks of at the end of Chapter 2. Most believe these conditions have yet to be met and not until the "last days", will Israel be again gathered together and blessed with eternal assurance.
