Chapters 24 thru 27 are "apocalyptical" in nature and the theme is, "Woe to the wicked". It does not appear to be addressed to any people, city or nation, but rather to those wicked people of all nations of all generations to come. Some apply it to the destruction of the Northern Kingdom of Israel by the Syrians. Others apply it to the destruction of the Southern Kingdom of Judah by the Chaldeans, but obviously the warning is to all nations that sin and disobedience will ultimately lead to destruction.
In this chapter we see the universality of sin and the judgment that can be expected for it. We also see a ray of hope for the righteous and the knowledge that all of this will be for the glory of God.
