This was written to encourage the faithful during the exile in Babylon. Even though they walked in darkness and bondage for 70 years, God was with them and would eventually deliver them.
Here is assurance to us as well as those who remained faithful during those long years of bondage that God, who brought up His church out of nothing will sustain it and it certainly will not parish in spite of the efforts of Satan and the Anti-christ. He also assures them and us that His righteousness, imputed to us, is eternal and assured. He describes the enemies to the church as weak and dying. He urges them and us to look at what He has done for His people in the past and take heart from that. This God emphasizes by repeating over and over again, "Hearken unto me". Listen and take heart especially in time of great persecution as the people of Judah were while in bondage in Babylon.
