Spoken of here are "the sure mercies of David". Paul in Acts 13:34, describes the benefits of the Christian as the result of accepting Christ and the indwelling of the Holy Spirit. Here, an invitation is given to all to come and receive the "grace" that is available thru faith in Christ.
To the Jews who had for years suffered in bondage, God promised His mercy and prosperity. "Lo, everyone who thirstiest, come you to the waters." The invitation was given 2500 years ago, it is still offered today.
The invitation seems to be given only to the Jews but close examination will disclose that, in due time, the invitation will be extended to the Gentiles also. They were urged to repent and reform their ways to receive the pardon that was offered. The fulfillment of this promise was in their return to Jerusalem and the prosperity that they enjoyed.
