This chapter establishes the duty of the Prophet to preach and pray. One of the duties of the Prophet was to declare the "coming of their salvation" as referred to in Matt. 21:4-5 describing Christ's entry into Jerusalem on Palm Sunday.
Here the Prophet declares his dedication to his duty, which he believes is to bring comfort and encouragement to the people during the "delay" of their salvation. Described are the great things that God has in store for His church, for the things God has prepared for those who returned to Jerusalem from Babylon and for the Christian Church that will be established at the coming of Christ.
