Here God brings up the matter of His sovereignty. He reminds them, as Paul reminds us in Romans Chapter 9, that it is His prerogative to do as He will, He is the "Potter" we are the clay, He makes of us what he will but we can rest with the surety that it will be just and deserving. Whether it is judgment or favors, it will be rightly given and due as the result of our obedience or lack of it.
The example is given of the men of Judah who did depart from the worship of God and worshipped idols and the just judgment that will be brought upon them.
The chapter ends with Jeremiah attempting to plea his case and asks for judgment upon his enemies and those who persecuted him.
