All of this prophesy concerning the destruction of Judah and Jerusalem had made Jeremiah very melancholy so God speaks to him with words of encouragement. He tells Jeremiah that not all will go into bondage that God will differentiate between the good and the evil. Some had already gone into bondage and this would be to their good. Others still remained hardened in their sins and their bondage would be to their harm.
To further explain this to Jeremiah, God gives him a vision. In the vision Jeremiah sees two baskets of figs, one very good and one very bad. The basket of good figs was symbolic of those who had already gone into captivity and were prospering and the other represented those who were hardened in their sins and would be enslaved at a later date.
