This chapter tells of Jeremiah's efforts to influence foreign policy. Since he couldn't persuade the people to repent and escape destruction, he turned his efforts to persuading them to yield to the King of Babylon and try to make an alliance with him. He particularly speaks to King Zedekiah, assuring him that they were ultimately going to be defeated anyway and that resistance would only bring destruction that was unnecessary.
He also gives his council to neighboring nations and encourages them to submit to the Babylonians also and make the best of a "bad thing". Resistance would only lead to total destruction. He also tells them that this present crisis would only last about 70 years.
