This chapter prophesies the destruction of Ammon, Edom, Damascus, Kedar, Hazor and Elam, all of which fell to the armies of Babylon. It appears that the "cup of destruction" was passed along to all nations; each would have to drink from it. The theme seems to be if Israel has no "heirs", why should any one else have theirs. If God did not spare His chosen people, why would he spare others who were equally sinful and deserving of judgment? All of the above nations would taste of His wrath.
