Chapter 1 describes the phases of the disaster. "After the cutting locusts finish eating your crops, the swarming locusts will take what's left. After them will come the hopping locusts and then the stripping locusts. It will be the worst that you have ever seen. In years to come you will tell your children about it. A vast army of locust cover the land to numerous to count. They have ruined the grape vines and stripped the bark from the fig trees. Gone are the offerings of grain and wine for the Temple. The Priests are starving. O Priests, robe yourself in sackcloth, gather the Elders and all the people into the Temple and weep before the Lord. Cry out unto the Lord to help you.
It is difficult to determine if the Prophet is speaking of a disaster that was occurring at the time or if he was prophesying of one to come.
