Chapter 14 describes the method that was used to divide the land. Verse 2 says, "Their inheritance was determined by the casting of 'lots', as the Lord had commanded Moses." Then Caleb, from the Tribe of Judah, requested Joshua to give him Hebron, the "hill country", the land that had been promised him by Moses at Kadesh-Barnea. Joshua blessed him and gave him Hebron as his inheritance.
Why did Caleb want Hebron as his inheritance other than the fact that Moses had promised it to him? Well, in Gen. 23, the place was called Kir-jath-ar-ba. It was the place where Abraham's wife, Sarah, died. Here Abraham, Isaac and Jacob lived while in Canaan. Near there, was the cave of Mach-pe-lah where they were buried. This was perhaps the reason that Caleb spied out this area 40 years before and certainly why he wanted it as his dwelling place.
This city later became a "City of Refuge". The Priests and Levites resided in this city. It became the "Royal City" at the beginning of the reign of David. All of this was done at Gilgal, which was still the headquarters for Israel.
