Psalm 67 Author unknown. God shall govern the earth. Written to the chief musician with instructions that it was to be accompanied with stringed instruments (Negonoth). It is an unusual Old Testament scripture in that it contains a prayer for the conversion of the Gentiles, and a vision of happy and glorious times when God does this. Foretold in this Psalm is not the inclusion of the Gentile into the Jewish Church but rather the estate of the Christian Church in which Jews and Gentiles would unite in one flock in Christ.
The Psalmist was certainly inspired by the Holy Spirit to write this Psalm. We do not know if he really understood the prophetic nature of the inclusion of the Gentile with the Jew, if in fact he believed in the conversion of the Gentile to Judaism or if he understood the inclusion of all people under Christ. Certainly the Holy Spirit was prophesying of the coming of the Messiah and the establishment of the Church of Jesus Christ.
