Psalm 129 is another of the Psalms of Degrees and was written during a time of Israel's release from God's judgment. The Author is unknown and the time it was pinned is unknown. Some believe that it was written during the time of the bondage in Babylon or shortly there after. The Psalm is a "look back" at the time of God's judgment upon them which would indicate that it was written after the bondage but tradition has it that life mellowed greatly even before their release from Babylon. But the Psalm does give thanks for their release then and for previous times when God forgave them and returned them to His favor.
In the Psalm they look forward with assurance that God will now bring destruction upon their enemies. In the reading of this Psalm we can look back with thanksgiving at the many times that God has delivered us from the judgment of our sins through Christ Jesus and like the Author, look forward with assurance the He will continue to bless His people.
