Many believe that this Psalm was penned by David after the establishment of his reign and the gathering in of those who had been scattered and made outcasts during the reign of Saul. Here the people are called upon to phrase God for his mercies in returning peace and harmony to the nation of Israel. He phrases God for being the God of Grace, the God pf Israel, Jerusalem and Zion. He especially phrases Him for settling the argument of religion and establishing the worship of the one true and living God. So we must phrase Him as the God of Peace.
