This chapter continues to teach that religion is a matter of the heart, not the practice of rituals. In the previous chapter, he condemned them for their emphasis upon fasting rather than righteous living. Here, he gives them assurances of God's mercy that will turn those fasts into times of celebration.
He promises that Jerusalem shall be restored, that the nation shall again be successful. He also promises that their name will be again respected among the nations as in years past. Then he exhorts them to change those things that are amiss and be ready for the favors that the Lord has in store for them.
