Chapter 3 proclaims the salvation that God had prepared for Judah after the judgment. It was to be a three-part plan:
Notice here that "reformation" is the work of God. It consists of two parts. First, He must cleanse them of their sins, and then he must bring them home to Himself. This is all the work of the Lord.........it is called "Mercy".........in reality, it is unmerited favor.
To be "cleansed" is to be made right with God, to be forgiven of our sins. This too must be the work of the Lord for we can do nothing to deserve this.
This "plan" of reformation and cleansing is called "salvation". It was prepared before the foundation of the world. God "foreknew" man's carnal nature knew that he would need to be saved.
This plan was brought to full completion with the coming of Christ some 600 years later.
